New PTPTN rules soon


LOAN REVIEW: Repayment methods will be easier, good grads will be rewarded

THE government will review the repayment method for the National Higher Education Fund (PTPTN) and determine how to reward graduates with stellar results.

These were among the improvements to be made to the student loans system, which has benefited more than 2.2 million across the country so far.

Education Minister Tan Sri Muhyiddin Yassin said a detailed study was conducted on PTPTN and its payment method was among the things fine-tuned.

"Several matters will be conveyed to the government concerning this review, especially processes to improve the repayment system based on the convertible loan policy.

"We need to determine whether students who obtain first-class degrees will be eligible for incentives and discounts or have their loans converted into scholarships."

Muhyiddin, who is also Umno deputy president, said this during his winding-up speech at the Umno general assembly here yesterday.

He said the Education Ministry was expected to make the announcement on this new PTPTN move.

He added that it was also considering other methods to encourage graduates to repay their PTPTN loans by making the process easier.

The PTPTN issue had been earlier brought up by delegates at the Umno general assembly, including Mahasiswa Nasional representative Mohd Afifi Mohd Aris, who called for PTPTN to be given a new lease of life.

On the School-Based Assessment System (PBS), Muhyiddin said it was expected to be implemented in a more effective manner in April to avoid it becoming a burden to teachers.

Muhyiddin said the education ministry would improve the manner in which information about the system is disseminated to address teething problems.

"What poses a problem is not the policy but its implementation, which is burdening the teachers. We will overcome this problem in the best manner.

"I have directed the ministry to improve the access to information system concerning the matter.

"By April, the system should be implemented in a more effective way and will no longer be a burden."

Muhyiddin said the PBS was among initiatives to improve the overall education system as the previous assessment system had been too exam-oriented.

Muhyiddin said the Ulul Albab Islamic education module would be extended to selected religious schools in each state next year.

"At the moment, there are four government-aided religious schools in Terengganu that are implementing this module.

Under the module, besides learning normal subjects, it also requires students to memorise the Quran before completing the Sijil Pelajaran Malaysia."

He said it was hoped that the programme could churn out students who not only excelled in academics but also in religious studies.

He said that besides a proposal to create an Islamic community college, the role of existing community colleges would be widened by integrating training programmes offered by the college with life-long Islamic education.

Eligibility on PTPTN

Are you interested in getting loans to further your studies? Check on PTPTN's eligibility and apply now:
  • Malaysian citizen;
  • Aged not more than 45 years on the date of application;
  • Has been offered a place at IPTA/IPTS and Polytechnic by fulfilling entry requirements determined by the Ministry of Education and Malaysian Qualifications Agency (MQA);
  • The course to be pursued by the IPTA/ IPTS and Polytechnic student must have registration approval from the Ministry of Education;
  • For IPTS students, the course to pursue must have the Certificate of Accreditation from the Malaysian Qualifications Agency (MQA) and still valid on the application submission;
  • For a student who has other qualifications verification must be obtained from the department or agency as stated above;
  • Remaining period of study at the time of application should not be less than one (1) year; 
  • Student has no other sponsor; and
  • SSPN-i saving account is a requirement prior for application.

412,245 PTPTN defaulters

A TOTAL of 412,245 people out of the 1.24 million who had taken study loans from the National Higher Education Fund Corporation (PTPTN) have yet to repay the money they had borrowed from the scheme.

Education Minister Tan Sri Muhyiddin Yassin said the breakdown revealed that 188,371 or 36% of male students had failed to repay their loans, out of 527,152 male borrowers, while 265,305 or 33% female students, out of 814,221 female borrowers, had also failed to repay their loans.

The highest number of defaulters, he added, were from Sabah (32,428), Kelantan (54,446), Terengganu (29,089), Kedah (41,325) and Perlis (5,129).

In his written reply to a question raised by Lim Lip Eng (DAP - Segambut), Muhyiddin said several steps had been taken to recover the loans, such as setting up 12 PTPTN offices, two one-stop centres and four branches nationwide to encourage loan repayments.

He added that other measures taken included initiating legal action against defaulters and blacklisting them from travelling overseas.

However, he said, legal action was the last option taken to recover loans from defaulters.

PTPTN: Unsettled RM2.3bil in loans will deprive 100,000 students of facility

LENGGONG: The 400,000 hardcore errant borrowers who owe RM2.3bil in National Higher Education Fund Corporation (PTPTN) loans are advised to pay up, or they will deny over 100,000 students their right to obtain study loans from the corporation.

Its chairman Datuk Shamsul Anuar Nasarah cited that even if RM300mil was unpaid, at least 15,000 students would not be able to obtain study loans.

"At the moment, there are some 400,000 hardcore errant borrowers owing RM2.3bil. This is a big amount," he said after attending an Aidilfitri function of the Lenggong parliamentary constituency, here, Sunday.

Shamsul Anuar said until July 31 this year, 2.24 million students had obtained the facility from PTPTN involving RM50.52bil.

Within the same period, he said, the corporation managed to collect back RM4.32bil.

"The paying back of PTPTN loans has improved among borrowers due to the awareness programmes and enforcement action carried out, and public cooperation," he added.

Shamsul Anuar, who is also Lenggong MP, said the corporation managed to collect back RM553mil in 2009, RM638mil in 2010, RM737mil in 2011 and RM800mil in 2012.

He said each year, PTPTN gave out RM1.3bil in loans to 200,000 borrowers, and intended to give to more applicants in the future. - Bernama

PTPTN looking at other ways to recover money



KUALA LUMPUR: The National Higher Education Fund Cor­poration (PTPTN) is talking to NGOs on how it can best recover payments from defaulters.

According to PTPTN chief executive officer Agos Cholan, the corporation was appealing to defaulters to come forward to discuss loan restructuring programmes.

“We know that they might have commitments or difficulties. We are not asking them to pay everything back at once.

“If they discuss with us how much they can afford to pay, we can then rework their repayment schedule accordingly,” Agos told reporters during the PTPTN Merdeka Raya goodies distribution at the Sungai Besi toll plaza here yesterday.

On Monday, Second Education Minister Datuk Seri Idris Jusoh announced that PTPTN would be collaborating with Bank Negara to include PTPTN loan defaulters into the Central Credit Reference Information System (CCRIS).

The proposal triggered a chorus of protests from NGOs and political parties, and ended with the Cabinet disagreeing with PTPTN’s plan to use CCRIS.

Since its inception in 1997, PTPTN has approved loans for 2.17 million students, of which 17,387 have been exempted from repaying their loans after obtaining first-class honours.

As of July this year, 418,094 people have yet to repay their PTPTN loans amounting to RM2.8bil.
